Sheriff’s “TNT” Makes 11 arrests in Heroin Conspiracy

Sheriff John E. Zaruba announced the arrest of eleven men after a two-month long drug conspiracy investigation. The investigation was conducted by members of the Office’s multi-jurisdictional Tactical Narcotics Team (TNT), the Sheriff’s SR-22 Unit, West Chicago Police Department, Woodridge Police Department, and the U.S. Department of Homeland Security.

        On February 26, 2013, Miguel Fernandez (dob 4/21/89), who resides in the 200 block of E. Pomeroy Ave., in West Chicago, was arrested after the investigation showed he was delivering heroin to numerous people in the DuPage County area.  Fernandez was observed on numerous occasions purchasing heroin from various sources on the west side of Chicago and returning to DuPage County where he would distribute the heroin to numerous other people, including a juvenile, for use and/or resale.  Fernandez was charged with Unlawful Criminal Drug Conspiracy, a Class X felony, seven counts of Unlawful Delivery of a Controlled Substance, a Class 1 felony, two counts of Unlawful Delivery of a Controlled Substance Within 1,000 feet of School Property, a Class X Felony, and Unlawful Delivery of a Controlled Substance to a person under the age of 18.  Also arrested with Fernandez was Ivan Espinal (dob 10/8/92), who resides in the 1000 block of Blakely St., West Chicago.  Espinal was charged with Unlawful Criminal Drug Conspiracy and Unlawful Delivery of a Controlled Substance. 

     Following the arrests of Fernandez and Espinal, six other co-conspirators were taken into custody at various locations in West Chicago, Warrenville, and Wheaton by officers from the Sheriff’s SR-22 Unit, West Chicago Police Department, Woodridge Police Department, and Special Agents from the U.S. Department of Homeland Security.  Fernando Lopez (dob 09/01/92), who resides in the 200 block of Larsdotter Lane in Geneva, was charged with Unlawful Criminal Drug Conspiracy and Unlawful Delivery of a Controlled Substance.  Miguel Ramirez (dob 6/4/88), who resides in the 30 West 000 block of Oakwood Ct. in Warrenville, was charged with Unlawful Criminal Drug Conspiracy and two counts of Unlawful Delivery of a Controlled Substance.  Pablo Ramirez (dob 6/10/93), who resides in the 30 West 000 block of Oakwood Ct. in Warrenville, was charged with Unlawful Criminal Drug Conspiracy and two counts of Unlawful Delivery of a Controlled Substance.  Jesus Guerrero (dob 9/24/92), who resides in the 800 block of Parkside in West Chicago, was charged with Unlawful Criminal Drug Conspiracy and Unlawful Delivery of a Controlled Substance. Pierre Atkinson (dob/11/16/87), who resides in the 4900 block of Polk in Chicago and Billy Turnage (dob/07/27/85) of the 5000 block of Paulina, Chicago were both charged with Unlawful Criminal Drug Conspiracy.

     Subsequent heroin investigations were conducted following the arrests of the conspirators which resulted in five additional arrests:  Manuel Gonzalez (dob 10/11/92), who resides in the 700 block of Lincoln Ave. in West Chicago was charged with Unlawful Possession of a Controlled Substance With the Intent to Deliver, a Class 1 felony.  Jonathan Guerrero (dob 9/11/92), who resides in the 1600 block of Brookdale Rd. in Naperville, was charged with Unlawful Possession of a Controlled Substance, a Class 4 Felony.  Oscar Vivaldo-Avila (dob 11/23/88), who resides in the 29 West 500 block of Winchester Cr. in Warrenville, was charged with Unlawful Possession of a Controlled Substance with Intent to Deliver.

  

Miguel Fernandez (dob 4/21/89) – Is currently in the DuPage County Jail with a $100,000 bond. 

Ivan Espinal (dob 10/8/92) – Is currently in the DuPage County Jail with a $100,000 bond. 

Fernando Lopez (dob 09/01/92) – Is currently in the DuPage County Jail with a $100,000 bond.  

Miguel Ramirez (dob 6/4/88) – Is currently in the DuPage County Jail with a $100,000 bond. 

Pablo Ramirez (dob 6/10/93) _ Is currently in the DuPage County Jail with a $100,000 bond. 

Jesus Guerrero (dob 9/24/92) – Is currently in the DuPage County Jail with a $100,000 bond.  

Pierre Atkinson (dob/11/16/87) – Is currently in the DuPage County Jail with a $300,000 bond 

Billy Turnage (dob/07/27/85) - Is currently in the DuPage County Jail with a $300,000 bond. 

Manuel Gonzalez (dob 10/11/92) - Is currently in the DuPage County Jail with a $100,000 bond. 

Jonathan Guerrero (dob 9/11/92) – Posted bond 10% of his $60,000 bond. 

Oscar Vivaldo-Avila (dob 11/23/88) - Is currently in the DuPage County Jail with a $100,000 bond. 

 

Miguel Fernandez, Ivan Espinal, Pablo Ramirez, Miguel Ramirez, Jesus Guerrero, Oscar Vivaldo-Avila, Pierre Atkinson, and Billy Turnage are all gang affiliated.
